This allows a user to manually unenroll themselves from a course in which they were previously manually enrolled via Administration > Course administration > Unenroll me from this course
This capability is not set for any of the default roles
To allow students/users to unenroll themselves from courses which they were previously manually enrolled in, the capability must be set to “allow” for the student role via Administration > Site Administration > Users > Permissions > Define roles.
