- This allows a user to add or delete the Guest access enrollment plugin to a course via Administration > Course administration > Users > Enrollment methods (provided that it has been enabled by admin in Administration > Site administration > Plugins > Enrollments > Manage enroll plugins)
- The default roles of manager and teacher/instructor have this capability set to allow.
